Old foundation crack repair leaking

Old foundation crack repair leaking

This is a poured concrete basement wall. I have no idea what sort of repair was attempted on this crack, but it looks old.

The middle part of repair actually has some cement that bulges outwards. When we have a huge rain, the water leaks in from this bulging area.

I have no access to the outside wall. This side of the house has a large concrete porch preventing any access.

Is there anything would would give a smoother look and stop this leaking? Home inspector said it was repaired and was fine, but obviously not.

Is the bulging material soft, like a caulk, or hard, like hydraulic cement? Can you press your fingernail into it?

It is hard. I was guessing it was maybe hydraulic cement.
