New build too hot?

New build too hot?

I am in the process of closing on the build. However, I have two questions:
  1. The second floor was 77 degrees while it was only 80 degrees outside. That strikes me as being too hot. I've been in well-insulated houses and they don't get that hot. Does this seem reasonable?
  2. There was a 5-degree temperature difference between the 1st and 2nd floor. Is that normal?

About the new build:
  • the AC has never been run. The fan *might* be on.
  • it has a single unit but is dual zoned

Yes, if the cooling is off it would be normal for the 2nd floor to be warmer.

Two floors two units. That is the only way to keep everything the same temp.

My house is well insulated and the inside temperature lags 24+ hours behind the outside temp. So in the shoulder seasons when we have the HVAC turned off the temperature outside yesterday has more affect on the current inside temperature today.
