Don't know if it would work for you [or be allowed] but years ago I had problems with animals getting in my trash each week so I built a 'bin' to hold the trash cans. Basically it was 2x4 fencing wire with a wood frame and a hinged lid. I built it near the edge of the road where it was handy for the trash guy.

@Bud9051.. Rural Setting , Deep Ditches... Window of Two Hours garbage is @ The Road, can't be placed before 7:30am..lol.. Would love to leave lid on but greater chance of retrieving lid from the bottom of the ditch..lol.. btw.. Must be a Garbageman's Creed to Beat & Bang the Can around..lol..
@ marker.. Thought of that at one time.. Unfortunately come Winter the Township Plow would lay one horrible Beating on the Box.. No amount of Flurescent Paint would save the Box, the Wing Plow is Magnetically Drawn ..lol..
Cheers Thanks

@NorPlan "Must be a Garbageman's Creed to Beat & Bang the Can around..lol.." You are more correct than you might think. In NJ my FIL had to tip heavily and leave the occasional case of beer out in a cooler. When he told me that, I said it was ridiculous. He said it was easier than picking up all of the trash that didn't make it into the truck and buying new cans every other week. Pay the price and those cans would last a year and he would even see them picking up any mess before they would leave.

In a rural setting there not much you can do except really seal the garbage and bring it out just as the truck comes by. Not practical.
Here in the city and suburbs, due to a rodent problem most towns are going the tote route. Large heavy duty totes with hinged lids. Special truck to lift and empty.
You might try sprinkling moth flakes in and around the garbage.
