duct size

I would assume the duct for a heat pump with electric back-up would require a larger duct that straight air conditioning. Is this correct? I also heard the return should be larger than the supply.
I now have 8 x 14 supply and returns for the first floor and the company bid 3.5 ton for 1400 sq. ft. The duct size for thew second floor is the same and they bid 2 ton for 950 sq ft.

8x14 good for 540 cfm supply and 415 cfm return. This would best practice #s. 14x13 would handle the 1000cfm of air for a 3.5 ton.
