Wall construction

I will have 2x6 wood stud walls. I wanted to insulate them with 2" polyurethane foam insulation. there will be hardiboard siding on both sides. The question is can the air gap in the cavity (5.5"-2"= 3.5"gap) be left as is? or does it need to be filled? Did I mention it must meet NFIP

Confused, why would you build a wall with 2 X 6's which is a great idea, and only use R-10 of insulation in it when it should be at least R-19?

I agree! IMO it doesn't make sense not to install the max insulation. Easy to do now but next to impossible later on if you find out R-10 isn't enough.
