Kohler toilet bowl won't fill all the way

We have an almost 1 year old house with Kohler toilets that used to fill the bowls a decent amount but now won't unless you fiddle with the handle after you flush. I think 3 of them are Memoirs elongated 1.6 gpf and the other 3 I think are Cimarron 1.6gpf. Does anyone know anything about this problem?? We are on a well, but we have a house water filtration system.

I had the same issue. Just found out how to fix mine. The water tube in the toilet was outside the canister. it would fill the tank but not leave enough water in the bowl. Fixed this by placing the tube in the canister (center hole) as in picture below.
