Hot Water Heater MAKING ME CRAZY !!
OK I got the heater installed it was used but folks said they replaced all the parts etc etc...
Cold going to cold, hot to hot..
Put the cord off the old one on the new because I have a plug right behind the heater. Grounded it to the frame part up top.
Filled it full of water
NOTHING
I checked voltage at the top coming into heater and it is 240V, to the top of the thermostat is 240V and to the top element is 240V. By the way I replaced the bottom element because a Ohm test showed it was out.
No voltage on the left side of the thermostat and no voltage to the bottom element.
It has been running all night and nothing ! Not even warm water ????
There is only one reset on the top thermo and it is pushed in. I have set each thermo at about 130-140 degrees.
I looked at a wiring diagram online and everything is wired right.
Whats going on guys???

The upper thermostat will only send power to the lower thermostat after the upper one has reached it's set temperature. Have you checked that the top element is OK? If you are certain that 240v is getting to the upper heating element and you are not getting any hot water then I suspect that element.

In addition, if you are certain 240 volts is getting to the top element, that means the high limit (red button)is not tripped and the top element should be heating water. If it isn't, the top element is bad. Pilot Dane is correct, till the top thermostat is satisfied, the top thermostat will not send power to the lower thermostat. Now, have you checked the lower thermostat for voltage to ground? Either screw on the lower element should give you a reading of 120 volts to ground AT ALL TIMES. The lower thermostat only switches one leg, the other leg should always be hot to the lower element. If you are not getting these readings, you could have faulty components or faulty wiring.If you are certain that 240v is getting to the upper heating element and you are not getting any hot water then I suspect that element.
