If you are going to replace basement windows with hopper style windows, it is safe to caulk around the edges. In fact, this practice is advisable and it is a good idea. When you are dealing with basement windows, you need to seal up the edges of the window as well as you can. Otherwise, moisture and air can get in around the outside edge of the frame and cause problems. The last thing you need is moisture in the basement as it can lead to mold growth, which is not only unattractive and smelly, but also dangerous.
