Inside blower fan not working but outside heat pump is
I have a York Outdoor Split-System heat pump with a York upflow gas-fired furnace. Came home today and the house was hot (5 degrees hotter than thermostat setting), the house fan was NOT working (no air moving), yet the heat pump was working away. Checked the filter access and noticed frost on exposed portions of tubing running into heat exchanger. Ideas/suggestions?

Is the fan running? Air filter clean?
If you have frost on the coil, then it sounds like whole coil is frosted up, and not letting air flow across the coil.. if it's frosted, again. make sure fan is running, filter is clear, and coil is clean as well.
If all 3 checks out, then you maybe low on charge.
