Question condenser/fan not working

My central ac was working last summer. Covered it with plastic for the winter(have since been told that is not necessary/harmful?) All breakers are on but the unit outside is not running. When I turn on the thermostat just get hot air natch! Anything I can check before calling a pro? Your dealing with a first time home owner and jack-of-all-trades yada, yada, yada,

Could be a bad contactor, call a tech and let him check it out for you, you should have 220 volts coming into the contactor from the wires coming from outside the unit and 24 volts at the coil., if the volts are correct then it's a chance your contactor went poof

Reset the AC house breakers twice.
Did you check the fuses inside the service disconnect located at the AC unit.
