AC Sizing Issue

I recently purchased a home equip with a Amana Central air conditioner. I have had it checked out as it is constantly running and rarely ever turns off and only cools the house about 5 - 10 degress. Crazy thing is that it blows cold air just not hard. The repair guy said the system is running properly but the A coil is not properly matched for my system. I have very little output at the vents with the A coil installed. When the A coil is removed, I have plenty of air flow to the registers. The A Coils Physical size is stated below. Could you please tell me if the following items are correct for each other and if not what is the correct A coil for my system? One other tid bit. The heating for the house works fine so its not the duct work.
Outside Compressor Unit Specs:
Model: VCA24B2A
Serial: 9910200647
Plenum mounted A coil Specs:
Brand ?: ADP
Model: HA01224A130A000459
Serial: 6000D04348
Physical Size: 19 1/2 x 13 x 10
Physical Size of input air flow opening in tray: 15 3/4 x 8
Heater Specs:
Lennox (Older - Mid 80’s)
Heating Capacity 86,000 BTU’s

I am unable to pull up the info on the coil right now. But have you or they looked up under the coil and see if it's clean?
Or have flush the coil out well, incase there's dirt embeded inside the coil?
