A/C not blowing any air

I have a central air system that is not blowing any air at all. the motor is running and the fan is running outside but no air. i called my father in law, he's an h&a/c guy. He said check the line going in and it has frost on it right outside the compartment. the filter hasn't been changed in about 3 months and it was dirty. so i shut the unit off, took the filter out so the line will thaw, he said that should help it. any thoughts. suggestions.

It is possible the filter caused the icing problem. Turn the indoor fan on at the t-stat so it will thaw faster. After it thaws, inspect the indoor coil to make sure it is clean. Also, is the blower wheel clean? Lack of air flow, whether caused by a dirty filter, blower wheel, or indoor coil will cause icing issues.
