Trying to get A/C to work with new honeywell thermostat

I just bought a honeywell rth230b programmable thermostat, and I'm having trouble getting my central A/C to work. I have the following wires:

Red
Blue
White
Green

The thermostat has the following connections:
Rh
Rc
W
Y
G

I connected the green wire to the G and turned the fan on and that works so I know that's working. I connected the White to W, not sure what that one does though.

I have the Red wire connected to the Rh, and I turned the heat on, and that's working. I've tried to plug the blue wire into the Rc, and turned the cool on, but A/C never turned on. I've tested that the blue wire is for A/C by connecting it to the red wire. When I did that the A/C kicked on.

I then tried this:

Connected red wire to Rh, jumped Rh to Rc. A/C still doesn't come on. Does anyone have any experience with this?

Red to Rh/Rc (jumper between the two) (Power)
Blue to Y (to compressor outside)
White to W (turns on heat)
Green to G (fan)

Also, what is your heating? Newer 90% or 80%?
