HELP, A/C stopping working. (Houston)

HELP, A/C stopping working. (Houston)

A/C has been fine until today. The outside compressor does not kick on. I can hear it buzz and the fan motor on top gets HOT and the fan does not come on. The attic fan kicks on like everything is good but its 82 in the house and climbing. If anyone has any ideas or can recommend an A\C guy that wont screw me please let me know. I am in the Houston Texas area. THANK YOU!

with the outside unit off take a stick or a long screw driver and give the blades a turn. do they turn easy or do they feel stuck.

I did some reading. I believe the start capacitor is out. I had my g/f kick the unit on and the fan did not move. I gave it a nudge in the right direction and the unit came on! So for now thats how im keeping the house cool until the a/c repair guy shows up on monday. Hopefully this is all it is. The unit was installed in 1994 so I dont know how long they normally last? Its a YORK unit. Thanks for the replys!
