Need Basic AC info
First I love this web site. Ok im a renter in southwest Ga, all I would like to know is, #1 in the heat of the day what should the Temp Diff be Between the inside and the outside? #2 what should the temp be coming out of the Vent? And we'll leave it at that for now. Thank you all for any help.

Temp on the inside should be about what you set your thermostat to, regardless of outside temp.
Temp from the vent should be somewhere between 14 and 20 degrees colder than temp returning to the indoor unit.
If you provide the Make, Model, and Serial numbers of your system (inside and out) one of us "MAY" be able to pull up some original literature for you.

In addition with the Supply Air dry bulb & wet bulb temp or Relative Humidity, I can also run a psychrometric & tell you approximate BTUH your unit is operating at.

wow. i was just asking for some basic info.lol. what i mean is if it is 99 outside @5:00p.m. and i have the temp set for 75 in side but the thermostat reads around 83, what should the max diff be? and same #'s what should be the temp coming out of the vent? see the deal is its getting hotter every year and last year my bill was over $400.00 too many times. i called the landlord and they gave me crap about it. so we are starting again this year. she sent a guy out(not a heating & air guy) and he checked the levels and said they were ok. i chang my filter every 4 too 8 weeks and just sucked out the water from the drain pipe with my shop-vac trying to help as much as i can. ok heres what info i have outside unit is a rheem and the model # is RACB-024JAS thats all i have i did not take the cover off and the inside is also a rheem model # is RHQA 1010 B again thats all i have i did not take the cover off this either. if you need more in fo let me know. thanks again

What you have here is a people problem, not an AC problem.
If it's not cooling, and your landlord won't fix it, it's time to get a lawyer or a new place to rent.
Brush up on your states renters rights/responsibilities. Your landlord is probably required by law to fix the AC. However, if you start messing with it, you could be responsible for the repair bill.

Most landlords are pretty darn responsive to requests. IF THEY ARE IN WRITING. It sounds like you have a legitimate problem and you simply need to communicate it in a clear and concise fashion only stating the facts (leave the emotions out) Send it so that there is proof of delivery and of course keep a copy. I would include a reasonable date by which you would expect action to be taken on the problem.
you are in the renting business they are in the rental business.

None of us here can give you the information you are asking for. There are many factors which come into play of which we have none. Some of these factors are: Your location, the construction of the house(?) [with particular attention to insulation, window & door type, size & location as well as internal &/or external shading], the size of the house, etc., etc.

Temps
You said: "temp set for 75 inside but the thermostat reads around 83,"
Thats all you need to know. If you have set the temperture to 75 in the morning, and have not touched it all day, and it reads 83 - Id say, you have a problem.
Grady is right - It is too complicated to explain all the dynamics behind refrigeration that can account for the physical situation. If everything is running inside and outside - You need a tech to troubleshoot the physics aspect of the unit ( refer and such).
