Outdoor Unit Humming-No Cool

I just had an electrician come out and move my panel as we had a new room built on. The A/C has been off for 3 days and when I went to turn it on the outside unit fan does not move and it just hums. Everything on the inside seems to be running. Did the electrician mess this up? I have a 2-3 year old Lennox.

I doubt your electrician had anything to do with it, well I guess its possible. If you know how to use a volt meter check voltage to your condenser fan in outside unit. If you got 240v coming in to your fan but its just humming it could be few things your capacitor or your fan motor. To see if it is capacitor you could try starting a fan by giving it a spin but be careful. If you are not sure call someone please.
