one room hotter

i have one room hotter than the rest no leacks in ducts and add insulation to attic but i am think the vents above the doors will cure problem need info on vents and if this is the purpase of these vents

it is code for new homes to have a return in each room but to get around having to install a duct and vent in each room they just put a vent above the door that goes through the wall one vent on each side of the wall above the door

If you leave the door open does the room get cooler? If not. a return vent isn't going to help. You would need to reduce the heat load in that room or get more supply air into the room.
