Slight Cooling

Hi, I'm a maintenance person for a newspaper. We have four 15 ton carrier split systems for the building. I keep up on the general maintenance; filters, coils, etc. Today one of the units isn't really cooling. The rooftop unit is running, I can see the freon flowing through the sight glass, filters are clean and I just did all the coils both in and outside about a month ago. The area that is being cooled has some cool air coming out but also seems stuffy. I checked the outside intake and the damper is shut. I don't want to have to call in a tech if I don't have to. Any suggestions?

If you can see the refrigerant flowing its low on charge, you can see bubbles right?
