Complete new HVAC systems (two systems) Question

Two story house both units are very old and not efficient, located in Houston Texas. Can afford one new 16 seer system (two stage) system and one new 14 seer.

Would you put the effeceint unit upstairs (kids beds and playroom) or downstairs main living, master, kitchen, 4 doors to exterior etc.

I was thinking up because it gets more heat from the sun, but down is probably more important as far as where we spend our time and live, no one is really upstairs very often in the daytime.

All thoughts and opinons appreciated.

1st floor should get the better unit.

Definitely downstairs. 2-stage system will control humidity better which will help upstairs unit & air quality. Another advantage to both of those systems is tax credits. Also, hopefully systems R410A. Good luck.
