Outside unit: Compressor inop, fan is slower.

Yesterday, I was outside and heard a odd sound coming from the outside unit of our central air. The compressor was running but the fan was not. The fan acted like it wanted to run, but would not. i gave a gentle nudge to it and it began to spin. A few minutes later, it stopped and only the compressor was running. I went into the house, which was still cool, and shut off the ac for the evening. This morning, I went out to observe the unit. My wife turned the ac on, again the fan would not run without assist, when it ran, it 'seemed' slower than it normally runs and the compressor NEVER started at all. I ran approx 10 minutes but the compressor never kicked on.

The compressor was changed and the system charged about 3 years ago. The entire unit was installed new in 2001. Any thoughts? I am mechanically adept but have never worked on this stuff before. Thanks in advance.

Replace the duel capacitor
