Air Handler Blower will not start

I have a Carrier Cental system and the AHU blower will not start. The relay energizes with the thermostat, and line power to teh motor is good. If I turn the motor by hand it will run. Is this a capacitor problem?

It could be. Does the capcitor look bulged or any discoloring or ooze? Although that is not always present when bad. But if you have any of that, it surely is bad.

If you try to carefully spin the motor in direction of rotation when it is energized by using the equivalent of a stick, does the squirrel cage freely spin spin, or is it electrically 'locked'?

To end all doubts about motor or capacitor you could hot wire it directly to another 120 volt source.

And if you have multi-speed blower whose wires are connected to the control board, you could swap around the speed wires, to see if just one speeds winding is back while the others are good.

Is this a capacitor problem?
