is it the time delay relay causing problem?

the fan blower keeps running even though i disconnected all connections (blue, green, white, red) to thermostat at the inside AC unit hence ruling out faulty wiring. the only power coming in to blower is the main supply.

if i disconnected the power to time delay relay (yellow coming out from the transformer), the fan stops. is the time delay relay faulty?

it is a ICM relay with four connectors numbered 3 1 2 and 5 from top to bottom. the numbers on it HBLS24A1X120, 1395-333, T1206, 24VAC

i tried looking for a similar relay but unable to find one. please help.

Is the unit a furnace with A/C coil or A/C only airhandler? Could be the timer, fan relay, fan switch or high limit which would force the fan to stay on.
