Air Handler will not blow

Air Handler will not blow
FY4ANF048 Carrier Air handler will not blow. I opened it up and the top of the coils are iced over. I turned off the AC and the ice leaves.
I have a sticker on the unit that says "Attention, Condensate shut off switch. If unit is not operating properly, check for condensate in drain pan or trey.
I cannot find this tray or pan.
I can see water at bottom of coils.
Any help appreciated. It is about to get very hot here in SW FL and I have 4 kids. Thanks!

It is not going to be your float switch.
It will be the control board, capacitor or motor.
Was your motor hot to the touch with demand recently present (remove power first).
Does the blower wheel (squirrel cage) spin freely with power removed?
If you answered yes twice, it may only be the capacitor...
Another test would be to turn off the breaker(s) to your air handler and move the blower wire from NO (high lighted blue) to NC (Highlighted green). Then restore power and turn off the stat.
