a/c compressor kaput?

Ok, I've got a new (3 yr old) electric heat pump/a/c. Furnace in garage installed 3 yrs ago but outside unit about 19 yrs old. It's a Trane XE800. This winter apparently, the outside unit developed a leak when one of the refrigerant lines was compromised. We ran it all winter, thinking it was working, but maybe it wasn't. The house seemed cold to me. I just now fixed the line and the guy pumped in the R-22 and there doesn't seem to be a leak, but he says the compressor isn't pumping. While working on it, I also replaced the furnace filter and thoroughly cleaned the outside unit, which is in great condition (looks good anyway).
Is this an indication that I need an entirely new unit, or could it just be a capacitor or something simple? The way the guy acted, he didn't seem like he knew a lot about his job. I don't want to buy a completely new unit without at least trying to fix what's wrong. Any advice on what to look for? Thanks!

If the compressor valves have failed, it is time to replace that 8 seer system.
You can always get a second opinion (and Quote).
