Trane XE 800 Compressor problem

Lost my last posted question. I have a Trane XE 800 Heat Pump. It was not cooling. Tech installed a 40 volt capacitor for the compressor. Now the compressor screams and comes on often even when the fan is not blowing and after therm being set on 75 degrees. The house is cool but somthing is not right. The fan and the compressor does not come and off together. I can feel the heat from the compressor when the fan is onot on. There was a dual capacitor origanally and the tech replaced it with a single one. The compressor fan has been replaced as well. Could he have replaced the wrong capacitor? He also installed 1.5 pounds of fridgerant.

Any thoughts?

a 40 volt capacitor? like a hard start? but they put 400 volts not 40. he could have installed a thing so that when the fan only comes on when the head pressure rises, after the compressor has been running a minute or two. but i dont know why if thats the case.
