Condesate Drain Issues

Hi Everyone! I have a 2 year old Trane XR80 gas furnace with a comfort coil. This unit is installed horizontally in my attic. There are 2 condensate drains, the primary has is connected to a a T with a cleanout on top and a trap on the bottom which connects the drain pipe which goes outside. The secondary drain is just a simple pvc pipe with no trap and it empties into a metal pan below the coil unit. The pan has a drain which leads outside as well.

My problem is that the primary drain barely gets any drippage but the secondary is filling the emergency pan. I've made sure the primary isn't blocked (I poured water through the cleanout and it ran through fine). When I remove the cap from the cleanout, water stops dripping from the secondary. Any ideas of what could be wrong? Thanks in advance for any advice you can give.

You are not suppose to cap the T.
