Condo air conditioning?

I have a third floor condo unit and I would like to install some type of air conditioning. It's only about 1,000 square feet but is all open on three levels reaching up under the fourth floor roof, about 17,000 cubic feet altogether. I can't put a unit on the ground and would prefer not to put anything on the roof although I haven't raised the question with the condo association. I tried a large portable unit vented through a window but it had no affect whatsoever on the temperature. Heat is electric baseboard. Is there anything available that would fit this situation? Thanks.

A little bit. Don't they require a unit on the roof?

It's common to put mini split outside unit on patio/balcony. Outside unit can also be hung on wall. JIm

Unfortunately I don't have a patio or balcony and historic district restrictions prevent any alteration of the building exterior.
