2 speed blower not working on Trane AC

2 speed blower not working on Trane AC

Scenario: I am a handy homeowner, but know nothing about HVAC...

History: Last year after 3 years in a new home, I found a jumper in my Trane furnace that enabled the fan to run at low speed for 10(?) minutes, then switch to high speed if necessary. Previously, the fan had only run at low speed and the house would not get warm on VERY cold days. Now, the blower kicks to high speed and, Ta-Daaa, warm house!

Problem: (This has always been the case, changing the jumper did not cause this.) When the Air Conditioner runs, the fan blower only runs at low speeds. The system cannot cool the house to anything below 77 degrees on hot 90+ days. How can I get the system to run the fan at high speed with the AC running?

Aside: I have a digital, programmable, single speed thermostat.

There should be a wiring diagram pasted inside the unit. Study it to see what needs to be done.
