Mini Split AC Short Cycle problem

Sirs,

I have a 2004 Samsung mini split 1200 BTU unit. The over load switch has failed for a second time in two years. Last year a technician said it needed R-22 Freon and charged it.
We have been having 90F temps and the overload switch has failed and been replaced. The system was recharged to factory spec. at 2.59 lbs after the refrigerant was reclaimed and a vacuum was pulled to 0. The reclaimed amount was about 4.5 lbs.
After restarting the system on a 90F day the compressor shut off after 3 minutes then restarted and repeated. The power was shut off and turned back on in 10 minutes. The compressor now runs for ten minutes then shuts down. Within a few seconds it tries to restart 2 or 3 times before it is finally restarts and continues the short cycle. Air handler temps. start at 74F and get down to 34F when the compressor shuts down. Condenser air is 85 up to 104F when the compressor shuts down. Indoor temp. is never reached. Pressure on the vacuum line starts at 65 and gets to 50. Line-set is about 11 feet.
Do you have any ideas on what would cause this unit to short cycle?

yes the system is contaminated with noncondensables if it was only pulled to 0.
