Question Home AC not starting but fan working inside (link to photo)

I found another thread on this site that described my issue and it said it was the capacitor. I only looked at mine and seems OK. See this link for a photo of it

I don't consider myself a handyman, but I do well on very easy things.

Again, when I set my thermostat to cool, the inside fan will start, but the outside unit does not turn on.

Any other thoughts? THANK YOU

You need to use a multi-meter to check the power supply at different points. Capacitor looks OK from outside. Can you push the fan blade to help the fan starts ?

embarrased to say, it was a breaker. here's the story:

I checked the disconnect right by the ac unit and it was not tripped.
I checked the breakers inside the garage and nothing tripped.
called ac repairman and he suggested i call our local utility co first (PG&E) because I just started this SMART A/C program and it could be causing the issue.
pge tech told me about the overlooked breaker by gas meter outside.
breaker was tripped.
problem solved.

(told you I'm not a handyman. I'm just glad I could still find the key to the padlock on our breaker panel outside.)

Ok, but why did the breaker trip? Breakers normally trip on overload or direct short. Who installed this new breaker, PG&E? You may not be through with this just yet.
