Should my Honywell digital thermostat turn off as soon as it reaches selected temp?

mine shuts off about 1 degree cooler than it is set for. How many cycles per hour is it set for? 3 cycles per hour will usually get you under a degree or two of t-stat setting. 4 cycles per hour seems a bit sensitive and gets temp right to t-stat setting.

No, it should not shut off as soon as it reaches temp. The stat is set more precise than 1 degree increments, its actually closer to .5 degree. Your stat only shows change in 1 degree increments so just because your indoor temp matches your set to temp it may still be running to satisfy the stat.

My thermostat allows me to control the temperature range at which the furnace or AC comes on - .5, 1 or 1.5. I choose the widest interval to have the appliances run less frequently but for longer periods of time.
