A/C not blowing cold air in the summer. lights flicker

What is going on here? Thermostat set at 77 but house will not go below 81. Vents are blowing 81 degree air. The weather has been record-breakingly hot. Yesterday was in the high 90s.

Our lights have been slightly flickering as well while the A/C is in 2nd Stage mode.

We have a Ducane Heat Pump.

fixed!

My buddy who works in HVAC set me straight. He told me to pull the breaker do take power of the Heat Pump. He had me remove the side panel and look at the capacitor. It looks like a Red Bull can. He told me that if the top of it is bulging then it is bad. Luckily he had one on hand and he sold it to me for $20 bucks. I swapped it out and now everything works fine.
