Noise from central Heat and AC system

I have Ruud system about 18 months hold. It has started emitting a steady noise, which I will call a "whirring" electrical noise. It does it constantly, regardless of whether system is set on "heat", "cool" or "off". The noise is just loud enough to be noticable and annoying. I know the noise is coming from the unit (the inside part - not the condenser outside) because it ceases when I throw the circuit breaker. Can anyone suggest what the cause of this noise might be or how to trouble-shoot it? Thanks.

could be a relay or more than likely the transformer.

Probably the transformer. Try tightening down the screws that hold it in place, or loosening them to see if the noise stops.
