what's this above the capacitor

what's this above the capacitor

I just replaced the capacitor on one of my ACs (feeling quite achieved!).
But I was puzzled by a small component above the capacitor (circled in green).
I'm guess it's start capacitor?
also if it's start capacitor, is it easy to break down? should I also replace it?

Like me its a old hard start,if it not broke, why?

Thanks. does start capacitor have different sizes? for example, my run capacitor is 40+5 mfd/440v. what would be the spec for start capacitor? I couldn't tell the spec from looking at it
