home ac unit not working properly

ok, i need some advice ive been trying to fix my ac, i have the temp set at 71 the inside temp is 85, the fan inside works and the fan outside in the unit works, the high line was hot the freon was low, I put in and the line still didnt get cool ... I couldnt tell if the compressor was on. I replaced the capacitor and that didnt work, I figure with both fans working and the unit being full with freon only other possiblity was the compressor, correct or no? I had a hard start but tryed googling how to put it on and got nothing... i didnt wanna screw the ac unit up by placing wires in the wrong way.. any advice would help

If the compressor doesn't start at all, the problem may be electrical; if it does start but doesn't cool, it's not possible to tell what's happening without pressure and temperature readings.

A good tech should be able to tell you what's wrong within minutes; definitely worth the service call/diagnostic fee.
