A/C unit making a loud hum, fan not working. Got it started with stick what now

The unit making a louder than normal hum and I noticed the fan wasn't on. I came back to check on it in 20 minutes and it wasn't on. It's been about 90 minutes and the temperature has risen 7 degrees. I turned the unit back on and did the "stick test" and the fan started spinning back up. It does not appear to be putting out cool air. Is there anything I can check or do you think it's fried?

It's a York H1RA036S06A

Does the capacitor in the outdoor unit appear swollen on top?
It should not.
