ac not working

Hello- My electricity went out then came on then off again. Electricity came back on, but tripped the ac breaker. Since then my home ac has not worked. The outside fan turns about half the speed when i turn on the breaker in the house. The thermostat is off. My question is why does the outside fan turn on half the speed when the breaker is flipped on and the thermostat is off. Also i notice a slight burning smell near the fan motor when i do this. I checked for a blown capacitor. It is good. I replaced the contactor, (even though old was was still good. It was checked with ohm meter). So i now have the breaker off. Any help would be appreciated. It is an old Keeprite ac unit (20 yrs) but worked great. I cant afford to buy a new one.

That may be a low voltage. I wouldn't run anything until you know that's OK.
