AC Fan not blowing hard enough

Hey guys i have a 1200 square feet home with central air. House built new in 2005. Filter is clean and coil is not iced up. The fan in my unit is a 1/5hp 1075 rpm and im thinking i need to upgrade to a larger HP fan. The problem i get is just not cooling enough and not blowing hard enough out of vents which causes the coils to ice up about once a week. I have tried diffrent filters and the bottom side of coil is clean. just not enough air blowing to vents which is causing everything to ice up. can i just buy a new blower motor and wire it up the same as mine? any info would be great.

and my current fan is 3 speed for low med high and it is on high and fan blades are clean. just ices up on me at least once a week from not blowing hard enough would be my guess and my vents has air coming out but not enough as i would like

i bought the house new in 2005 and its always been a problem. it freezes up at least 1 time a week most time twice a week it ices up and then it wont blow anything. Heres pics of my coils and i change my filters once a month.

the pic looks like its dirty but its not i climbed in there and looked at it good and its not clogged. everything i look at says 1075 rpm but diffrent hp. it wont do any good to get more hp if its the same rpm?

and for more info i got it set to 76 degrees and its a 78.5 degrees in here right now and it wont get any cooler till sun goes down. temp outside is 90 . i know other people that can run there house at like 70-72 degrees. im lucky to get 76 all day in summer.
