Central Air Conditioner Circuit Breaker Popping

After my central air conditioner works a long time to get to the set temperature, when it s off and then restarts when temperature rises the circuit breaker pops. I had a booster installed but did not help. So this week I installed a super booster but it started the fan but not the compressor. So I shut off the system for two hours and the compressor worked fine. Now over the weekend I kept the thermostat on 74 so it did not have to work too long at a time and it worked fine. My question is what could be the problem and how can I repair it Also how come the fan when on and not the compressor? Also I had a technician he put a gauge He said I have to clean the coils. It does not seem to be clogged I also when through with a strong water hose everywhere the water went through but still did not solve my problem. It is 4 ton air conditioner.

sonds like the run capacitor may be bad or the compressor is on its way out.
