Unusual AC leak...what could be causing this?

Unusual AC leak...what could be causing this?

We have lived in the same house with the same Carrier FB4ANF030 AC unit for 15 years. Our unit is professionally serviced twice a year and we change filters regularly. We have made no changes to the set up, but this year is started leaking on the floor. Our first response was to clean the drain pipes using a garden hose to flush water through the drainage system. When this didn't change anything, we looked closer. What we observe is this:

-When we drip water over the condenser coils with the removable cap OFF, water flows freely out the drainage pipe into our white plastic collection tub.

-When we put the removable cap back ON and drip water over the condenser coils, water leaks out the hole immediately adjacent to the drainage pipe.

Questions:
-The red arrow points to the hole where water leaks from. What is it for?
-Why would water flow out this hole rather than the drainage pipe?

It may leak out of that hole if the drain pipe is partially plugged and or if the door is not on and the blower is not running. You could plug that hole with putty or silicone.
