Desperate for help! A/C unit won't kick on at all

So, no idea what I'm doing!

My Ac unit wont kick on neither the compressor outside!

I checked all energy sources all seem to be ok visually but have not checked with meter, I also swapped out thermostat but still nothing!

Where should I start?

Im thinking upstairs capacitor? I had it replaced once on my upstairs unit by a contractor that charged me 3 times what it cost plus other charges for 15min of work when I new that's what it was because I changed out downstairs unit summer before, also had capacitor changed out at compressor on downstairs unit so I have an idea on how to change these out I've seen them done. Anyway I'm trying to figure this out myself and save some money I have 7 mouths to feed and could use every dime I make!

Thanks for the help

Measuring voltages into the units is a place to start. Then move to the low voltage circuit and check for voltage between R and C on the control board in the air handler/furnace. Check for a blown automotive style fuse on the control board. Make and model numbers are helpful to us as well.
