MERV 16 vs. MERV 11 -- Are filters ever equivalent?

I wonder if my technician made a mistake.

My HVAC company came by to perform a "tune-up" on my Lennox system and replaced the filter. The original filter was a MERV 16. The replacement is a MERV 11. The new filter is about 1/2" - 3/4" shorter than the original.

Is there any way that these two filters could be equivalent? What do the MERV numbers mean? How important is it that the filter model numbers match?

Thanks for your interest.
