What is this device hooked to the capacitors on my Trane condenser?

What is this device hooked to the capacitors on my Trane condenser?

I just replaced the relay on my Trane A/C as the contacts were burnt and the compressor sometimes would not start.
When I powered it up with the new relay the compressor still did not start but I noticed this square black box with 3 wires (1 to each capacitor and one to the relay) would make a buzzing sound for a a few seconds and a single click sound.

The compresor did start after about 20 minutes.
What is this device for and should I replace it?

I THINK it's a time delay. It's normal for a system not to start for a while after power has been off...but 20 min seems excessive.

That's a potential relay and a start cap. Replace them both with same imo.

Yes, they are a hard starting device... I recommend a new capacitor and hard start kit (OEM).

My bad. I just saw a great diagram on an old thread by one of our Pros that showed it installed in the system.

Sorry for the confusion.

Repair done...

I replaced the start cap and potential with a hard start combo....starts fine now.
