Rheem cooling fan won't work

I have a 2 year old 13 seer rheem a/c-heat pump. The cooling fan will not work on normal operating system. When I engage the relay manually the compressor and cooling fan will come on.
Can anyone tell me the next step in the troubleshooting?

Are you saying that when you call for A/C the contactor in the outside compressor is not activating ? Is that the same result for A/C and heat ?

Do you have a voltmeter ?

no the relay is connecting and the compressor runs.
I'm thinking the yellow (pwr) might not be getting the signal from the t-stat

Are you talking about the yellow 24 volt wire at the contactor?
Do you have a volt meter?

Yes the yellow wire. I will check the voltage tomorrow and see if it has it from the thermostat. I thank you for the wiring diagram.

If you have 24 volts at Y entering the heat pump but do not have it at the contactor, it is probably a pressure switch lockout.

The compressor will not run if you do not have 24 volts at Y (at your contactor).

If the compressor runs with a stat demand but the condenser fan does not, check the defrost timer.

It started to work today. but the compressor is making some noise. It's not heating like last year. I will check the charge and hopefully the oil didn't get into the system.
