Air blowing more upstairs than rest of house

Air blowing more upstairs than rest of house

Hi everyone. I live in a split 3 level condo (basement, main, 3rd floor). Getting heavy air blowing on the 3rd level, more than any other level. On my furnace downstairs there are two valves that I can control. One has a "summer/winter" setting valve, and I currently have that open (summer), then there is another towards the top of the ceiling that doesn't have any markings, but it has always been set to open.

I only have the one thermostat, and it's on the main level.

Any ideas on how I can better balance the air flow for the main level. I tried closing the vents upstairs as a test, and the airflow is still heavier upstairs than main level. I've checked the dampers under the vents (stuck my hand in to ensure they're open), and all main dampers are open.

I would tweak back the damper in the basement. Cut the air down a little bit to the top floor.

That's what did it, thanks!

The actual "winter/summer" damper is what did it.
