AC Clicking, turning off and on repatedly

Can you help me troubleshoot this? Something clicks for several minutes before turning on. Then it runs a minute or so and shuts back off. Repeats that way for a long time, but not always. The problem is intermittent, but I captured it on video.

I have already had 3 techs come out and perform different repairs, but nothing has helped.

Already tried:
Replaced capacitors
Basic tune-up
Fresh filter
Cleaned outside
Recharged freon

First you need to open the condenser panel and check the contactor to see if the problem is caused by a bad contactor, then find out if the 24V is actually sent to the condenser or not. this type of the problem can also be caused by time delay unit and/or pressure switch. So go one step a time. This should not be a big issue, wonder why all 3 techs couldn't figure out the problem. (one question, when it runs, do you get cold air blow into the room ?)

Remove the access cover(s) and try to find out what is clicking. Usually the clicking happens in the outside unit... not the inside unit.
