trane xb1000 freeze up with condenser fan constantly running
a/c blows cold air in house but the outside condenser fan constantly runs and the line freezes up.. Changed motor fan and capacitor. The fan turns on and stays on when I turn on the breaker

Welcome to the forums.
Do you know what/where the contactor is inside the compressor unit ?
The contactor closes when the thermostat calls for A/C. Either the thermostat is defective and doesn't stop calling for A/C or the contactor is welded in the on position. Does the inside blower come on and off with the call for A/C ?
The picture below is a representative contactor. You can turn the power off to your compressor unit and visually inspect the contactor for black contacts or arced contacts.
