Is central air capacity bogus

When my 3.5 ton central air died I replaced it temporarily with 2 5k btu window units. The upstairs has a heat pump. I've noticed that the downstairs temp can reach as high as 77 if it's 95 outside, but the indoor humidity stayed at 42 %. We are comfortable inside.
How come? The 2 window units are nowhere near the capacity of the outside unit. Is the capacity of that unit bogus or over stated?

Your heat pump upstairs is working a bit harder. The lower humidity is what's making you feel comfortable. The window units are running non stop, removing the humidity but as you can see, nit exactly cooling the place down. Humidity is really what makes you uncomfortable.

Do a proper heat load calculation to make sure your replacement unit is indeed sized correctly. That will insure both humidity removal and efficient cooling.
