Troubleshooting Water source Heat pumps

I have a Climatemaster commercial water source heat pump that is not cooling right. The low side gauge shows 70 psi and heat pressure gauge shows 190 psi. I thought the reversing valve was stuck; but after changing the system did not change. Now the compressor shut down on internal due to the heat on compressor. It does not have a txv or expansion valve. It has "feeder tube type capillary tubing.
I am wondering if the liquid line feeder tubes are stopped up; but I'm just not sure.

What is the model number?
Does the water piping inlet and outlet have Pete's plugs?

How many flashes do you get when you jumper the 2 test terminals for a few seconds? (if present)
