HVAC Leaking at 3 way valve[Pic included]

I have HVAC in my apartment and recently noticed a fermented fruit smell. The Actuator is on top of a 3 way valve and it leaks and smells when the AC is on.

When the unit is set to Heat, there is no leaks. The valve consist of 3 parts: Actuator (top) Plunger (middle) Brass Valve (bottom).

As a starving (and now cold) artist, I can not afford the repair bill. Is this an easy fix if I buy a new Plunger or a new Brass Valve?

Disregard the foam around the pipe, I place it there to divert the water away from my Aquastat probe (the two clip on clamps).

I have replaced that packing cartridge on the 2 way model of that valve in high rises. Mine came with a special removal wrench. Did you press the release button when removing the actuator?

It might be a good idea to order the parts and hire a licensed and insured contractor to install it.
